As Chairman of the National Memorial Committee, appointed by the Grand Lodge of the Fraternal Order of Police, I have the privilege of overseeing the planning, coordination, and execution of the National Peace Officers’ Memorial Service. This solemn event is organized in conjunction with the Police Auxiliary and stands as the cornerstone of National Police Week.
I currently serve as a Sergeant with the Hennepin County Sheriff’s Office and bring more than 26 years of law enforcement experience to this role. I am a proud member of FOP Lodge #6 in Minnesota and the Immediate Past President of the Minnesota State Lodge.

As Chair of the Auxiliary National Memorial Committee, appointed by the Grand Lodge Auxiliary of the Fraternal Order of Police Auxiliary. I have the privilege of overseeing the planning, coordination and execution of the National Peace Officers' Memorial Service. I work with our partners at the Fraternal Order of Police, C.O.P.S. and the National Law Enforcement Officers Memorial Fund. The Auxiliary works directly with the surviving family, friends and co-workers that are attending Police Week. It is our responsibility to ensure all participating surviving family, friends and co-workers are provided information and support for the Memorial Service on May 15th. Greta Philbeck - North Carolina
Chair - National Memorial Credentialing Committee
I am the chair of the National Memorial Credentialing Committee and appointed by the Grand Lodge Fraternal Order of Police. I am responsible for credentialing for those in attendance at the National Peace Officers Memorial Service, including attendees, VIP Seating, volunteers and performers. I also coordinate all of the musical performers for the National Peace Officers Memorial Service.
Ken Roske - Washington
Chair - National Memorial Honor Guard Committee
I have served on the National Memorial Committee since 2001 and am part of the team responsible for coordinating the National Peace Officers Memorial Service during National Police Week in Washington, D.C. I am responsible for overseeing the Honor Guard Team participation at the U.S. Capitol on May 15th and coordinating the annual Honor Guard and Pipe Band Tribute held on May 14th. I currently serve as the Chief of Police for the Pasco Police Department in Pasco, Washington, a position I have held since 2019. I have been an active member of the Fraternal Order of Police for much of my career and previously served as the Washington State President of the Fraternal Order of Police, representing law enforcement professionals across the state and advocating on issues related to officer safety, labor rights, and public safety policy. I am a current member of Tri-City Lodge #7.
Ruben Marichalar - Minnesota
Chair - National Memorial Site Committee
As Chairman of the National Memorial Site Committee, appointed by the Grand Lodge Fraternal Order of Police, I oversee all aspects of site setup and coordination for both the National Peace Officers Memorial Service on May 15th and the Steve Young National Honor Guard and Pipe Band Exhibition on May 14th.

I have been in law enforcement for 32 years and I am currently a Minnesota State Trooper. I am a proud member of Minnesota Lodge #11 and currently hold the position of Minnesota National Trustee. In the past I have also held the positions of State Vice President and State 2nd Vice President as well as numerous positions in my local lodge.
James E. Ford - New Jersey
Chair - National Memorial Communication/Marketing Committee
I am the chair of the National Memorial Communication and Marketing Committee appointed by the Grand Lodge Fraternal Order of Police. I am responsible for all communication and marketing for the National Peace Officers Memorial Service on May 15th. I also act as a Liaison to the National Auxiliary. Additionally, I have been designated as a social media liaison with the FOP Grand Lodge.
Travis Parker - Ohio
I serve as the media contact for the National Peace Officers Memorial Service, held annually on May 15. On that day, I coordinate all local and national media, as well as photographers and public information officers from agencies attending the service. I also assist with the credentialing of all media attending the event.
I am a currently a Sergeant with the Columbus Police Department where I have been serving for 32 years. I am an active member of Fraternal Order of Police Capital City Lodge 9 in Columbus, Ohio. I currently serve as the Ohio State Secretary. I have previously served as my local lodge Secretary, Chief Negotiator for contract negotiations, and as a Trustee on the Ohio Fraternal Order of Police State Lodge Board.

I am a member of the National Memorial Committee appointed by the Grand Lodge Fraternal Order of Police. I am in charge of site set and event coordination on May 15 and I am a liaison of to the FOP Government and Media Affairs Office. Carlos Ortiz - Texas
Member - National Memorial Credentialing Committee
I am responsible for assisting with credentialing for the National Peace Officers Memorial Service, including VIP seating, volunteers, and performers. On the day of the service, I coordinate credential verification through close coordination with site leadership and law enforcement personnel assigned to perimeter security.
I have over 30 years of law enforcement experience, having served for many years as a Texas State Trooper and later as a U.S. Border Patrol Agent until my retirement in 2022. Following retirement, I became a proud member of Fraternal Order of Police Lodge No. 9 in Charlotte, North Carolina.
I currently maintain my Texas Law Enforcement Commission and serve as a Deputy with Reeves County, Texas, in Pecos, Texas.
